Bassem Sam Khalil
FOUNDER & EXECUTIVE CHAIRMAN, SHAKRA GROUP

Bassem (Sam) Khalil

Builder of Landmark Assets. Trusted by Lenders. Champion of the Energy Transition.

Sam Khalil’s story begins on the construction sites of Sydney, where a young acquisitions and project manager watched developers shape the skyline and decided he would do the same. Over three decades he turned that ambition into a Tier 1 development career — eight years as Acquisition and General Manager at Executive Builders and Developers, and later as Executive Director and partner of Emerald Developments, where he steered one of Brisbane’s boldest projects: securing the development approval for the 84-level Emerald Tower in the heart of Brisbane City.

That record earned a rare mark of confidence. Lenders across the construction industry appointed Sam as their superintendent on major sites — the independent set of eyes safeguarding cost, quality and delivery on projects where hundreds of millions were at stake.

When Sam turned to energy, he did it at scale. Working alongside Professor Fei Pan, he has delivered large-scale solar farms and the supply and installation of more than 3,500 EV charging stations. He developed Brisbane Airport’s rooftop solar installation — the largest in the Southern Hemisphere — and now spearheads energy transition opportunities across petroleum, mining, shopping centres and hospitals.
